Executive Director

Exempt

Oversee the daily operations of the Colorado Springs Housing Authority, ensuring the mission is delivered through relevant programs and services.  Key duties include meeting the needs of the residents, recruitment and retention of a qualified staff, complying with all HUD and other pertinent federal, state, and local laws, rules, and regulations and ensuring sufficient funds for all operations.  

Executive Assistant

Exempt

Performs highly responsible complex duties as a confidential assistant in relieving the Executive Director and Management Staff of administrative and operational details of office work.  Works independently within the scope of established laws, regulations, rules, policies and procedures; applies knowledge of departmental organization, programs and goals of the Housing Authority to achieve daily tasks.

Finance Director

Exempt

Supervise and coordinate complex accounting activities, analytical studies and special projects; to evaluate and implement business and financial information systems; to coordinate assigned activities with other divisions, outside agencies and the general public; and to develop and implement accounting policies and procedures. 

IT Manager

Exempt

Lead and perform advanced professional level information systems duties in the installation and maintenance of application software, and maintenance and administration of computer systems and applications; to oversee the provision of technical assistance to system users; and to perform a variety of highly complex analytical duties relative to assigned area of responsibility. 

Human Resources Generalist

Exempt

Manages the organization's human resources function by establishing and conducting orientation and training programs; hearing and resolving employee grievances; processing payroll; administers the organization's benefits program; enforcing adherence to legal requirements; preparing, updating, and recommending human resource policies and procedures; additionally, this position helps coordinate the safety program according to Pinnacol WC requirements, and is the organization's primary COVID-19 response coordinator. 

Human Resources Assistant

Non-Exempt

Performs administrative tasks and services to support effective and efficient operations of the Housing Authority’s human resource department.

HCV Manager

Exempt

Supervise and coordinate the work of staff responsible for locating suitable housing for qualified participants in the Section 8 Program, Voucher, Tenant Based Rental Assistance (TBRA/HOME), Mod Rehab, Mod Rehab SRO, VA Shelter Plus Care and other Public Housing and rental assistance programs to coordinate assigned activities with other divisions, outside agencies and the general public; and to provide highly responsible and complex staff assistance to the Housing Authority Assistant Executive Director of Operations. 

Accountant

Non-Exempt

Perform a wide variety of professional accounting and analytical duties in support of the Housing Authority; including analyses and research projects as requested; and to participate in financial processes.  To provide professional level accounting support in the maintenance and reconciliation of the Housing Authority’s general and subsidiary ledgers; to prepare financial reports and to perform a variety of accounting functions relative to assigned areas of responsibility. 

IT Analyst I

Exempt

Perform professional level information system duties in the development, installation, and maintenance of application software, and the maintenance and administration of computer systems and applications; to provide technical support and assistance to Housing Authority information system users; and to perform a variety of analytical duties relative to assigned area of responsibility.  The entry level Information Systems Analyst provides routine tasks and duties related to support of the least complex systems and applications.    

IT Help Desk Technician

Non-Exempt

Provide technical support to end-users and assist employees with questions and problems concerning computer systems, hardware, and software. As a first point of contact for IT issues, the technician will work with Housing Authority information system users remotely and in person, guiding them through systems configuration and troubleshooting, while aiming to resolve issues with efficiency through excellent critical thinking skills with outstanding communication and customer service skills.

Housing Specialist

Non-Exempt

Manage the federally funded Section 8 and other rental assistance programs, for low to moderate income families. Assist the organization in recovering any monies owed from non-compliant landlords and program participants. Assist participants in maintaining program eligibility by reviewing/verifying applications, completing the certification process, and conducting research to ensure Colorado Springs Housing Authority (CSHA) is in compliance with Housing and Urban Development (HUD) policies and procedures.

Administrative Assistant Clerk

Non-Exempt

Perform a variety of highly responsible and complex secretarial, administrative and/or clerical accounting duties in support of assigned department, division, or program; to coordinate and participate in office support functions in support of the goals and objectives of the area of assignment; and to provide information and assistance to the public regarding Housing Authority policies and procedures.  To support the members of the management team in various administrative areas.  

Housing Specialist Assistant/Intake

Non-Exempt

Conduct comprehensive reviews and research applicant, participant, tenant files to ensure eligibility and compliance. Conduct meetings to ensure policies are being applied and followed. Review and verify interim and intake reexamination packets. Coordinate activities in housing programs; interview applicants and participants; determine eligibility; explain program requirements. Issue warnings or notices of intent to terminate or deny housing assistance as deemed appropriate.

Administrative Assistant Clerk

Perform duties in support of the Housing Authority’s Inspection Program; to investigate complaints and enforce all regulations related to Housing Quality Standards UPCS (Uniform Physical Conditions Standards)/ HQS (Housing Quality Standards, environmental health zoning and related ordinances; to confer with residents on compliance with regulations relating to housing, health, and safety; and to perform a variety of technical tasks relative to assigned areas of responsibility, to include Section 8 Program, Voucher, Tenant Based Rental Assistance (TBRA/HOME), Mod Rehab, Mod Rehab SRO, VA Shelter Plus Care and other Public Housing and rental assistance programs. 

Inspector - Housing Choice Voucher
